Another earmark for GNOBEDD found in proposed state budget

Last week, SaveCharityHospital brought you a report detailing the various attempts of Rep. Karen Carter Peterson to funnel millions of dollars in reoccurring funds to the nebulus Greater New Orleans Biosciences Economic Development District (GNOBEDD) via revenue raised through the proposed tobacco tax.

Now we've discovered a smaller direct earmark to GNOBEDD built into House Bill 1, which is comprised of general appropriations:

Payable out of the State General Fund (Direct) to Greater New Orleans Biosciences Economic Development District $ 100,000
Provided, however, that such monies shall only be expended in the event the Insure Louisiana Incentive Program Fund is abolished and any monies remaining in the fund are transferred for deposit and credit to the state general fund. In the event that monies deposited into the state general fund from the Insure Louisiana Incentive Program Fund are insufficient to fully fund expenditures subject to the abolition of the fund, each appropriation shall receive the same pro rata share of the monies available which its allocation represents to the total.

This bill has already passed the House and is awaiting action in the Senate. The original bill did not include an appropriation for GNOBEDD, rather it was added amongst a cadre of other earmark ammendments introduced by Appropriations Committee Chairman Jim Fannin. However, that omnibus amendment reflected earmarks requested by members of the Committee. It is likely that GNOBEDD ally Rep. Karen Carter Peterson, who sits on the Appropriations Committee, made the specific request.
